Mayor Celso Lobregat on Tuesday issued two Executive Orders (EOs) intended for All Saints Day and All Souls Day scheduled on November 1 and 2, 2012.
EO No. CL 478-2012 authorizes the acting city police director, thru the chief of the traffic section of the Zamboanga City Police Office, to plan, adopt, and implement a rerouting scheme on all roads leading to public and private cemeteries.
The order will take effect on November 1 from 12 Midnight to 5 in the afternoon of November 2 on the occasion of the observance of the All Saints Day and All Souls Day. It also states that the city government’s traffic aides are also expected to render duty on the said dates in close coordination with the police’s traffic section.
The second Executive Order is CL 479-2012 entitled promulgating rules and regulations for strict compliance during the celebration of All Saints Day and All Souls Day.
The rules to be implemented are as follows: Bringing of firearms and bladed weapons and other similar item are prohibited inside the cemetery proper, bringing, selling, and drinking of liquor inside the cemetery is prohibited, putting up temporary stalls and selling of foods, beverages, candles, etc within the 20 meters space leading to the entrance gate of the cemetery is prohibited to ensure free flow of vehicular and human traffic in entering and leaving the cemetery, playing of loud music from stereo, communicating through microphones or conversing in loud voices that causes disturbance to others is strictly prohibited exempted from this prohibition are those religious rights under the strict supervision of the Parish Priest of the barangay where the cemetery is located, any type of gambling is prohibited, use of firecracker and pyrotechnic display are prohibited inside the cemetery and all motor vehicles shall be parked at designated areas outside the cemetery premises absolutely no vehicles shall be allowed inside the public cemetery.
The second EO will also take effect on November 1 from 12 Midnight to 5 in the afternoon of November 2 on the occasion of the observance of the All Saints Day and All Souls Day.
The mayor said violators of the said executive order will be brought to the police station for investigation and filing of suit, if so warranted, under existing laws and ordinances or the imposition of fines as the case maybe.
"These were done as both activities are expected to draw thousands of people flocking the different public and private cemeteries in the city which could cause traffic congestion and accidents."
Before the release of two EOs, Mayor Lobregat together with the police, military, barangay officials, and other stakeholders conducted a meeting to prepare for the upcoming All Saints Day and All Souls Day, wherein the stakeholders were given the chance to give their respective output to help in the drafting of the E.O.
