Recognizing the importance of collaboration and partnership in order to achieve the objectives of the National Greening Program (NGP), 28 Barangay-LGUs under 2nd District of Zamboanga Del Sur and the Department of Environment and Natural Resources (DENR) have signed a Memorandum of Agreement (MOA) for seedling production and plantation site establishment for the implementation of the Barangay Forest Program (BFP).
BFP intends to produce and plant seedlings in every rural barangays of the 6th class municipalities in the country. Under this project, the barangay nursery shall produce seedlings of native species for planting in the upland areas for fuel wood production and other domestic uses, and landscaping trees for barangay and municipal parks and roadside planting.
NGP is a government’s priority program being implemented by DENR which seeks to plant and grow 1.5 Billion seedlings in 1.5 million hectares of denuded forest land from 2011-2016 for poverty reduction, food security, biodiversity conservation, and climate change mitigation and adaptation.
The MOA signing was entered into by and between the DENR-Guipos represented by its Community Environment and Natural Resources Officer (CENRO) Forester Vitaliano Q. Valdez, Jr. and the barangay council concerned represented by its chairperson. Forestry Specialist Romi M. Ansale and NGP Focal Person Ma. Soc. Jessica A. Casipong signed as witnesses. Also present during the MOA signing were employees of CENRO Guipos and Brgy. officials concerned.
In his report to DENR’s information arm, CENRO Valdez identified the recipients of Barangay Forest Program (BFP) and their respective municipalities: Brgys. Poblacion & Songgoy for San Pablo municipality; Rebokon & Cuatro-Cuatro – Dumalinao; Boyogan East, Lantawan & Bolisong- Kumalarang; Lacarayon, Nangan-Nangan, Caluma, Guinlin & Busol- Tigbao; Conacon, Pulangbato, Dumalinao, Liba & Bantal – Bayog; Mabuhay & New Oroquieta – Tabina; Salawagan & Josefina- Dimataling; and Brgys. Danan, Lunib, Bio-us, Linugwayan, Maraya, Waling-Waling and Maculay for Vincenzo Sagun Municipality.
The DENR shall jointly with the Barangay Council, identify, assess, survey, map and prepare plan for the establishment of barangay nurseries and plantation; provide technical advice and assistance to the LGUs to ensure adherence to the provisions of the MOA and other applicable DENR standard procedures, rules and regulations of the LGUs concerned; provide the funding for the implementation of the BFP equivalent to Php 100,000 for the nursery seedling production of 10,000 seedlings and a corresponding amount of Php 80,000 for site development with an equivalent area of 20 hectares in accordance with the accomplishment as validated by the two parties and in accordance with the Terms of Reference on Nursery & Plantation Establishment, among others.
The DILG-LGU concerned shall provide counterpart funds for the purpose; submit to the DENR for its approval within one (1) month upon signing of the MOA, a three-year work and financial plan for the establishment of nursery and plantation development; submit to the DENR monthly progress reports containing among others, the status of activities being undertaken in the area; after the establishment of the plantation, the recipient barangay shall be responsible for the maintenance and protection for two years at the expense of the Council and the Dept. of Interior and Local Government (DILG); among other responsibilities.
