RDC recognizes anew POPCOM coordinative body

The members of the Regional Development Council (RDC) in its 157th Regular Meeting last March 08, 2017 in this City, has once again recognized the Regional Population Development Coordinating Committee (RPDCC), a coordinative and advisory body maintained by POPCOM IX for the population management program implementation in the region as a Special Committee of the RDC.

RPDCC was organized in March of 1979 with the name “Regional Population Committee” or RPC which served as an advisory body on population and family planning matters in the region and as a forum for the resolution of issues and concerns affecting program operations to bring them to the attention and action of the RDC.

After the EDSA revolution in 1986, the RPC was downgraded to function as a sub-committee of the Regional Social Development Committee IX but maintained its coordinative function for population program activities as well as the drawing up of action agenda related to population issues and concerns at the local and regional levels;

To further strengthen the regional and local government population management, coordination and network for an effective and efficient program monitoring and evaluation, the RPC was re-organized in 1994 and was renamed Regional Population and  Development Coordinating Committee (RPDCC) with Mr. Rafael  G. Evangelista, Jr., formerly the Regional Director of Nation-al Economic and Development Authority IX elected as Chairperson and the late Felix Rosario, CEO of the Neighbors Population and Development Services, Inc. (NPDS) as Co-Chairperson;

After a long lull in program operations, RPDCC IX held a reorganizational meeting on 21 August 2013 in Zamboanga City wherein Regional Director Dr. Nimfa B. Torrizo of DOH-CHD IX and Raymond B. Domingo of NYC IX   were elected as Chairperson and Co-Chairperson, respectively;

The RPDCC IX continues to serve as the overall coordinative body and mechanism for program policy actions specifically along the implementation of the Philippine Development Plan for 2017-2022 emphasizing the implementation of the RP-RH Law and Executive Order No. 12 which mandates the attainment of zero unmet need for modern family planning.

As a special committee, RPDCC will report directly to the RDC as a collegial body. To date, a total of 25 resolutions were passed by the RPDCC since 2013 but all these resolutions passed and endorsed by RDC IX would still hold ground despite the late rendering of the recognition.  With the recognition, POPCOM IX RD Reynaldo O. Wong was also sworn in and took his oath as a Special Non-Voting Member of RDC IX.

Congressman Celso Lobregat extended his utmost gratitude to Senate Committee on Education, Arts and Culture chairman Francis “Chiz” G. Escudero and its committee members for sponsoring the bill on Tuesday that approved on third and final reading the bill seeking to establish, convert, and rename Zamboanga City State Polytechnic College (ZCPSC) into a university. Escudero sponsored the said bill in the Senate for the conversion of ZCPSC into the Zamboanga Peninsula Polytechnic State University. It can be recalled that last Decembe, Congressman Lobregat  shepherd House Bill 6741 in the House of Representatives, which was an act converting Zamboanga City State Polytechnic College into a state university to be known as Zamboanga Peninsula Polytechnic State University.
