Unsolved Crimes

Admittedly, one of the best barangays in Zamboanga City is San Roque. Such is because of the obvious superb leadership of its localleaders. They have CCTV cameras, newly developed resorts, relative peace and order, and etc. But something raised the concerns of partners GIL Climaco and Rey Bayona Bayoging (RBB), so that they talked about it, as one of their strong discussions yesterday morning—April 5, during their primetime program of Emedia Mo.

Accordingly, there were past crimes which happened under the jurisdiction of San Roque and up to now they remain to be unsolved.The common reason is that nobody is willing to come out to the open to become a witness. It ain’t clear though whether or not people around are just simply scared; or worse, none indeed had seen the commission of the crimes.

If you remember months ago, there was that skeleton of a high school student, which were discovered in a grassy empty lot, somewhere in Sitio Masiay. Then another brutal stabbing of a woman victim, who died because shesustained more than 36 wounds. The list continues on and such are pretty alarming then. Why Again?All of them remain, up to the present, as unsolved crimes.

Manyalleged that those particular crimes were perpetrated by drug users in the place, who might have gone so high and such led them to cold-bloodedly kill innocent victims. Barangay eMedia called also yesterday, as to interview, the new Sta. Maria Police station commander. He answered key questions and promised to prioritize those said unsolved crimes, as part his immediate program.

Zamboangueños are naturally peacefully people. Thus, there are those who may even intentionally avoid open confrontation, just simply toevade troubles. Such is also true for any actual eye witnesses of real crimes. Maybe because the culprits are only their neighbors or any trouble-making persons nearby, so witnesses do evade to squeal the former’s identity.

Often, the latter are only hesitant to step-out to be witnesses, due to an admitted fear that they or their loved-ones will also suffer some repercussions from the culprits. So, instead a crime can be solved, it gradually fades to join with the statistics of unsolved crime. Hence, things become scarier then because the actual criminals are free. In other words, there can be more chances for them to even perpetrate additional heinous acts, in their community.

This is the same concern which partners GIL and RBB wanted to present to our local officials and the police yesterday morning. There ought to be solutions! There should be! Leaving sensationalcrimes without real confrontations, by the authorities, can absolutely send a wrong signal to the community—that our police are sleeping, and may also encourage criminal elements to commit more crimes.

The problem of drugs, admittedly, has already permeated most of the 98 barangays in the City. Without question, San Roque may also be under the mercy of this illegal activity. The depravity it brought, especially, amongst our youths is very scary. Our City officials understand the depth of La Bella’s quagmire. Thus,our City Mayor herself and the City Council are in favor then for the PNP’s program—to fight illegal drugs.

Barangay eMedia continues though, on its faith, that it ain’t yet late for our City, or for any of our 98 barangays, including San Roque, to fight criminalities, but of course under the shadow of the law and order. We also must not agree that our police may justbe free to execute suspects, without the necessary due process.

Think about it, those rapists, killers and other criminals, they are still happily free! They must be challenged then and openly by the law. They are no arrests, not because criminals are immune. They continue to freely assimilate with the crowd, because nobody wanted to testify against them. Thus, in the given cycle, the general public must also rise, from its stupor to help the authorities.

Another concern—as said by the station commander of the Sta. Maria Police, often there are no willing complainants along. He cited about a victim, who was shot in his face, with a low caliber revolver by a known assailant. The man survived, but when he was encouraged by the police, he refused to file any complaint. In fact, he even left to hide to another place. Maybe, to deliberately avoid troubles. Such is the actual predicament also of our law enforcers, why they cannot just employ any necessary arrests.

“Guard me, O LORD, from the hands of the wicked; preserve me from violent men,who have planned to trip up my feet.The arrogant have hidden a trap for me,and with cords they have spread a net; beside the way they have set snares for me. (Selah) I say to the LORD, You are my God;give ear to the voice of my pleas for mercy, O LORD! O LORD, my Lord, the strength of my salvation,you have covered my head in the day of battle.” (Ps. 140:4-7, ESV)

Department of Interior And Local Government (DILG) City Director Mohammad Taha Arakama is urging the different barangays here in Zamboanga City to submit their Barangay Disaster Risk Reduction Management Plan.
