PASUC names WMSU as NBC 461 Zonal Center anew

The Western Mindanao State University (WMSU) is once again named as the NBC No. 461 Zonal Computerization Center for state university and colleges (SUCs) in region IX.

After a thorough deliberation held during the Philippine Association of State Universities and Colleges (PASUC) Region IX meeting last August 3, 2018, Dr. Tirso A. Ronquillo, PASUC President, announced that the Zonal Computerization Center has been transferred back to WMSU from Jose Rizal Memorial State University (JRMSU).

As a zonal center, WMSU shall be an active partner of state institutions for higher learning in Region IX for the promotion of objective professional development among the faculty leading to professional advancement. WMSU is mandated to produce timely and accurate results of computerized faculty evaluation and to contribute substantially towards the improvement of faculty morale in the public higher education institutions.

The WMSU zonal center is tasked to review the faculty evaluation in accordance with established guidelines; computerize the faculty evaluation using a common program as well as standard methods and procedures; generate the prescribed reports of evaluation and computerization; and to insure the safety of records and other documents pertinent to the functions of the center.

The need to rationalize the academic ranks of faculty members in SUCs became apparent due to the application of varied faculty evaluation instruments. PASUC, together with the Department of Budget and Management (DBM), started deliberating on a scheme of upgrading or promoting qualified and deserving faculty members through a process of objective evaluation. These pave the way to the development and adoption of the Common Criteria for Evaluation (CCE) which provided four (4) faculty ranks- Instructor, Assistant Professor, Associate Professor, and Professor.

The CCE is a set of factors consisting of services and achievements which establishes the relative performance of a faculty in the institution for the period of evaluation through the application of a point system in determining faculty rank and sub-rank. The new CCE which was developed by the PASUC and the Commission on Higher Education (CHED) places more emphasis on advancement and performance rather than on educational classification.

In addition to CCE, promotions to higher rank and sub-rank are also subjected to Qualitative Contribution Evaluation (QCE)—a process of determining the eligibility of faculty for the particular rank or sub-rank indicated by the CCE.

Anent to the transfer of the zonal center, WMSU President Dr. Milabel Enriquez Ho was also designated as the NBC zonal center president. (Liezel M. Parreño, WMSU-PAO)

The Department of Health (DOH) Center for Health Development IX reported on Thursday that there are now less health practitioners in Zamboanga Peninsula.
