The Year of the Rabbit assembles a placid year, very much welcomed and needed after the roaring Year of the Tiger. For DOLE Zamboanga Peninsula (ZamPen) Region, 2010 had left vigorous battles that ended with sheer better results and victories.
DOLE-9 Regional Director Ponciano M. Ligutom welcomes 2011 with priorities in accordance with the current mantra of the department and in consonance with the 22-Point Labor and Employment Agenda of the Aquino Administration focused on Employment Facilitation, Labor Relations, Workers Welfare and Protection, and Governance on Internal Affairs. He presented the DOLE-9’s thrusts during the 1st Monday Program of the year and shared the same to the members of the Regional Coordinating Council (RCC) and the Management Committee (MANCOM) during the Joint RCC-MANCOM Meeting held last January 6, 2011 at Cecille’s Catering and Pension House, Zamboanga City. To give awareness to the public the priority programs and services of DOLE 9, a Press Conference was held on January 11, 2011 during the Training on Program Planning and Management for DOLE Program Managers and Project Implementors.
Director Ligutom, gave emphasis on the 2011 DOLE 9’s blueprint concerning the implementation of the various programs and services specifically on the Employment Facilitation which covers on equitable allocation of DOLE Integrated Livelihood Program (DILP) funds covering ten (10) districts and the continuing conduct of the monitoring and evaluation of the funded projects; fair distribution of the Special Program for the Employment of Students (SPES) funds of which it shall be equally allocated to the public and private participating employers; strengthening implementation and advocacy activities relative to the Project Jobs Fit, Skill Registry System and PESO Academy; and commissioning of the Testing and Job Coaching Center.
On Labor Relations, it covers the strengthening of DOLE Intermediaries and the organization of the DOLE 9 Intermediaries’ Council; intensifying the Public-Private Partnership approaches with the Local government Units, Rotary Clubs, Academe/Institutions and Tripartite Industrial Peace Councils; promoting the implementation of the “One Locality, One Industry, One Service Quality” approach which will be spearheaded by the Regional Tripartite Wages and Productivity Board to increase productivity and competitiveness of both the employers and the workers and to promote local community tourism in ZamPen; and launching of the Voluntary Code for Good Practices in the Fishing/Canning Industry.
On Workers Welfare and Protection, it focuses on intensifying the implementation of Project Labor and Enforcement Action Program, Training and Advisory Visits and Self-Assessment; and continuous monitoring of the Single ENtry Approach (SENA) implementation by all RCC members.
While on Governance/Internal Affairs, it also focuses on Capability building activities for the DOLE 9 personnel and intermediaries; strengthening the DOLE-9 Audit Task Force which renders technical assistance to Field Offices counterparts, Accredited Co-Partners and Project Beneficiaries; enhancing the component projects of the Technical Resource Team (TechReT) and strengthening of the communication groups for raising the consciousness of the public.
“The 2011 may connote resting on its laurels, but in public service more has to be done and the department will continue to come-up with program innovations for ZamPen region” said Director Ligutom. (joc, dole 9)
