Senate’s CCTV records show no such ‘small lady’

The CCTV or closed-circuit television showed no records of ‘small lady’ who approached a member of the prosecution to give brown envelope containing the supposed bank documents of Chief Justice Renato Corona with Philippine Savings Bank (PSBank).

This was revealed by Senate Majority Leader-judge Vicente Sotto III on Monday as PSBank-Katipunan branch manager Anabelle Tiongson testified on the leakage of Corona’s bank records in the ongoing impeachment trial.

”It does not contain any little lady giving anything to Rep. (Reynaldo) Umali from the time he arrived at 1 p.m. up to the time he boarded his vehicle around 3:19 p.m.,” Sotto announced while holding CD copies of the CCTV video records.

Umali, congressman of second district of Oriental Mindoro, claimed that on Feb. 2, an anonymous ‘small lady’ handed to him the brown envelope somewhere in the hallways of the second floor of the Senate building.

Umali told the court that he just accepted the envelope without checking its contain but claimed he gave it to lead prosecutor Rep. Niel Tupas in a meeting of the prosecutors at 7 p.m. of the same day at the Midas Hotel along Roxas Blvd in Pasay City after the impeachment trial.

The documents that include Corona’s bank specimen signature and alleged dollar accounts have been attached by the prosecution to its supplemental subpoena requiring the PSBank to submit to the impeachment trial the bank records of the chief magistrate.

During the trial on Monday, Tiongson said the bank documents used by the prosecution “are not replica of genuine documents in our bank.

”They are false documents. They are fake. The documents floating around did not come from our bank,” Tiongson said.

With this, senator-judge Jinggoy Estrada asked the prosecution to explain how they got the alleged fake documents of Corona’s bank deposits.

Tupas explained that they attached document ‘in good faith.” He, however, clarified that they did not mark the same document as their exhibit.

Estrada explained that whether fake or original, the leakage of Corona’s bank documents was still in violation of Republic Act 1405 or the Bank Secrecy Law.

Unconvinced by Tupas’ explanation, Senate President-presiding officer Juan Ponce Enrile directed Tupas to explain “in 24 hours” why the prosecution got Corona’s supposed bank documents.

”It is being disowned and fake documents. Explain to us in 24 hours,” Enrile said.

Enrile ordered Tingson to produce original of documents attached to subpoena or similar documents “if they exist” on Tuesday.

Enrile also wants PSBank president Pascual Garcia III to return to witness stand after Tiongson said that all original documents were in the head office of PS Bank.

Tiongson said the Bangkol Sentral ng Pilipinas (BSP) conducted an audit of the PSBank-Katipunan in 2010 and “they were able to see the records.”
”I will verify the exact details but as far as I recall there was that audit,” Tiongson said.

Tiongson told the court she has access with the bank records with the permission of the bank custodians.

Both Garcia and Tiongson vowed to appear anew before the impeachment court on Tuesday.
