REPLACE TOP BOC OFFICERS NOW: With due respect to Deputy Commissioner Peter Manzano of the Bureau of Customs (BOC), the remedy is not reducing the BOC’s collection target for 2013, to enable the government to rake in more customs duties, tariffs and taxes and thereby meet its customs revenue goals. The remedy is, replace BOC’s leadership, starting with BOC chief Ruffy Biazon, right away!
There could only be two reasons why collections at the BOC are falling. The first one (which presumes good faith) is that, Biazon and his gang of customs officers do not know their jobs, and are ill-equipped to boost collections and thereby meet the agency’s targets. The second reason (which is not at all acceptable, to say the least) is that, corruption remains a scourge at the Bureau, further enriching the smugglers and the corrupt but impoverishing the government and the country.
Whichever of these two be the real reason for the collection shortfall, it is clear that Biazon is not qualified for the job, and must therefore be immediately replaced. In fact, the present entire leadership of the Bureau must be fired and replaced with people who know the work, who have the Spirit of God in them, and who hate dishonest gain.
READ & OBEY THE BIBLE, BE SAVED FROM RAINS, FLOODS: This column has repeatedly warned in the past that strong rains, big floods and destructive winds will continue to visit our country, not only due to the global warming and climate change phenomenon, but more so because the conditions for their inevitable occurrences, according to the Holy Bible, continue to happen among us—in the Philippines and around the world.
As we are witnessing killer floods once again, in our country and in many other parts of the globe, I wish to repeat here: rains, floods and winds were warned to happen, by Jesus Christ, our God and Savior, no less, and unless we pay attention to what He said is the antidote to the death and destruction arising from these natural phenomena, we would all become their victims.
What did Jesus say? He said rains, floods and winds will come and cause a “great crash” among many, if we do not listen to Him and do not obey His commands or, even if we listen to Him, we do not nevertheless obey Him. This is found in Matthew 7:24-27 of the Bible. Consequently, if we believe in Jesus—we must believe Him because what He said is now happening—we must listen to Him and obey Him. We must therefore read and obey His Bible.
SERENDRA 2 BOMBED WITH “C4”? So, can anyone tell us with accuracy, what really caused the explosion that ripped off a big part of Serendra 2 at the Bonifacio Global City the other week, before rumors and wild speculations start coming in? I am making this appeal now because people are now saying that the explosion could not have been caused by any gas leak, but by “C4”, a powerful bomb. So, Local Government Secretary Mar Roxas, can you please tell us the truth? If it was a “C4” bomb that exploded, who did it, and why?
MINORS CAN STILL COMMIT CRIMES AND NOT ARRESTED: I have a question on the amendments to the Juvenile Justice Law: can a minor who is below 12 years old (say, the minor is 11 years old and below) be arrested if he commits a crime, whether heinous or not? The clear answer is that, no, this minor can still not be arrested, under the amendments approved last Thursday, June 06, 2013.
This means minors can continue to be used by crime syndicates, because they still do not have criminal liability and cannot be arrested even if they are caught in the act of committing a crime. Oh well. Some of our legislators are really so out of touch with what is happening in the streets that the laws they are crafting do not reflect reality. This is the problem with legislators who come from the elite, not from the ranks of the ordinary Filipinos.
