Is the declaration of “ONE YEAR NO TAXPAYMENTS IN THE REPUBLIC OF THE PHILIPPINES POSSIBLE?” YES, IF WE FOLLOW THE EXAMPLE OF THE OVERSEAS FILIPINO WORKERS’ “NO REMIITANCES” DECLARATION ON AUGUST 26, 2013 WHICH WAS TANTAMOUNT TO A MINI FISCAL REVOLT AGAINST A GRAFT AND CORRUPTION RIDDEN POLITICAL SYSTEM.
Only the taxpayers of this country have the inherent supreme authority to subject any public office, no matter how powerful, to an independent, objective, and comprehensive external audit if the evidences are widespread and preponderant that their monies are being misspent, grafted, or corrupted by the very officials who are legally mandated and morally obligated to safeguard their collective fiscal wealth. But this fiscal sovereignty will only become a reality if all the taxpayers of the country will be solidly and formally organized. In actuality, the taxpayers are the real employers of all government officials and personnel from the President down to the lowest worker. So if the taxpayers as one organized entity will not pay their taxes to the government, instantly the entire political system will collapse. Like any electric appliance it will not function without power supply; LIKE A CAR THAT HAS RUN OUT OF GAS.
In fact, the OFWs on August 26, 2013 declared a “NO REMMITANCES DAY” which to me was actually a form of mini-fiscal revolt against the present dispensation due to massive and pervasive graft and corruption particularly the alleged misused of the Pork Barrel Funds allotted to Senators and Congressmen. Could you imagine the aggregate paralyzing and devastating impact of the “NO REMITTANCES DECLARATION” ON THE ECONOMY OF THE PHILIPPINES IF IT WAS FOR A PROLONGED PERIOD OF TIME?
In a tax-based and totally dependent political structure like the Philippines, its supreme authority collectively and exclusively resides in the revenue-producing citizens. Yet, in the actual day-to-day operation of its machinery, the foundational and essential role that the taxpayers play in sustaining its multifarious functions and services has always been taken for granted and ignored. It has always been wrongly and wholly attributed generally to the element of the state, loosely referred to as the people.
Strictly from the viewpoint of a generically revenue-sustained power hierarchy, the definition that sovereignty resides in the people which include the children and all the sectors and institutions that do not directly pay taxes to the government becomes operationally erroneous and doctrinally fallacious.
Under a fully tax-supported or subsidized state, the fundamental power supply for its operation is a monopoly of the revenue generating segment of the society. Yet by reason of its being unorganized, passive, and unconcerned, its potential superior sovereignty over all other authorities vested in the elective and appointed officials of government, the taxpayers by force of law are made to play the role of the “Beast of Burden,” more popularly known as the “Milking Cow.”
Fiscal supremacy or sovereignty of this country is collectively and collegially vested in the taxpaying public. This being the irrefutable truth, they are the only ones who have the inherent moral force and influence to undertake a total cleansing of the entire public bureaucracy by staging what I term as a nationwide Fiscal Coup. This is nothing but a concerted, unified, and coordinated total withdrawal of financial support to the government on account of its general incapacity and impotency to cleanse itself of grafters and plunderers of the taxpayers’ fiscal treasure. In more understandable language, this is just a moratorium on the payment of taxes to the government and will immediately be lifted when it is totally free of all kinds of fiscal evil.
By the way, we believe that only the crooks in government will oppose this Fiscal Coup once it is launched. This kind of pacific, costless, and home-based revolt once set into motion will be irrepressible. Its battle cry will be: “NO TAXES, NO THIEVES.” In Pilipino, “KUNG WALANG BUWIS WALANG TULISAN SA KABAN NG BAYAN.”
REMEMBER AUGUST 26, 2013 the Overseas Filipino Workers as one solid entity, showed to the whole world in no uncertain way that a Fiscal Coup on a universal scale is possible. Could you imagine if the entire taxpaying citizenry of this country would follow suit and will declare a “NO ONE YEAR TAX PAYMENTS IN THE REPUBLIC OF THE PHILIPPINES?”
