Noise on Bilibid drug rings prelude to transfer

CHRISTMAS AS ANNUAL IRREVERENCE: It is December once again, and Christmas 2014 is just around the corner once more. Are we ready to celebrate? Do we even know why are we celebrating? Yes, Christmas is no longer being used to remind believers that God so loved the world He gave His only Son, Jesus, so our many sins could be forgiven. It has become commercialized. May God forgive all of us for this annual irreverence!

NOISE ON BILIBID DRUG RINGS PRELUDE TO TRANSFER: All these talk about drug lords and drug syndicates lording it over inside the New Bilibid Prisons in Muntinlupa City is funny. If the Department of Justice and the Bureau of Corrections knew that there are drug lords and drug syndicates in Bilibid, why have they not done something to stop them? Why is drug pushing continuing to proliferate in the penitentiary?

Is it possible, as some callers told me last Friday, that the noise about syndicates operating right under the very noses of government authorities is nothing but a part of the over-all effort to hasten the transfer of Bilibid to Laur, Nueva Ecija, and therefore carry out the delivery of the 500 or so hectares of land on which it is now standing to private groups (which, even now, are already itching to develop it into a highly profitable residential-commercial project)?

We should not forget that the Muntinlupa City territory where Bilibid now stands is adjacent to the posh Ayala Alabang Village and the Alabang Town Center and Filinvest Business Center, and is linked to major business centers in Laguna and Cavite by the Daang Hari Road. Certainly, if Bilibid is taken away to Laur, each and every square meter of the former penitentiary is going to yield very handsome profits.

BENEFICIARIES OF BILIBID TRANSFER TO LAUR: Who is going to benefit from Bilibid being developed into a world-class residential-commercial complex? Your guess is as good as mine, but it is undeniable that the primary targets of any business group interested to cash in on that development of Bilibid as a private enterprise are officials of government who can work miracles to transfer it to some other place.

Now, don’t ask me why officials from the executive and legislative departments of government seem to be suddenly vocal about the need to relocate Bilibid. Maybe they are really concerned about stopping drug lords and drug syndicates from their nefarious operations. But then, it is troublesome that nobody is talking about Bilibid lands being developed into a topnotch business enterprise after its transfer.

Anyway, there is already a precedent in turning some portions of Bilibid into a private business concern. According to Wikipedia, then President Corazon Aquino, the mother of the incumbent president, issued Presidential Proclamation No. 792 on September 5, 1991, eight months before she turned over the government to President Ramos in June 1992, allotting lands inside Bilibid for a housing project.

HOW TO CHANGE POLL OFFICIALS AT THIS POINT: To whom shall we appeal if we want to remove all the present chairman and commissioners of the Commission on Elections, so that the Filipino people could be assured that the electronic cheating which is now judicially proven to have marred the 2010 and 2013 elections will not happen again? I am sure we cannot expect anything from President Aquino on this matter at this point.

And it is not within the powers of the Supreme Court and of the House of Representatives and the Senate to oust the aforesaid poll officials. So where shall we go, or, what can the Filipino people do? I guess somebody has to find a way to galvanize the citizenry to use Sections 15 and 16, Art. 13, of the 1987 Constitution, which allows the people and their organizations “effective and reasonable participation” in decision-making in government.
