It includes conducting job analyses, planning personnel needs, recruiting the right people for the job, orienting and training, managing wages and salaries, providing benefits and incentives, evaluating performance, resolving disputes, and communicating with all employees at all levels. Examples of core qualities of HR management are extensive knowledge of the industry, leadership, and effective negotiation skills. “

Under employees’ development, the HR practitioner takes cognizance of the PERFORMANCE of the individual in order to ascertain effective interventions to achieve optimum productivity which could spell the difference in either retaining the employee or letting them go. The key are the following principles to be an effective government employee:

Please don’t be a sipsip. Progress yourself through your own merits and not using others to make your  ends meet.
Execute your job well. Don’t linger on distractions. Don’t go around putting other employees down.
Render services with utmost dedication and loyalty. You owe it to the Republic and not to the appointing authority.
Friendly approaches to clients are a must! Never take the public for granted. They are the ones paying your salary.
Only what are essentials to do your job well should be given more weight. Throw away unnecessary mental baggages. Focus on what is important to get the job done.
Remember to clean up your own mess. Don’t expect others to solve problems you have created.
Manage well your time at work and at home.  A balanced attention on both fronts is healthy.
Anticipate consequences by decisions you make, this way, you will know what to do if problem arises instead of blaming others, including the weather, for it.
No passing-of-the-buck approaches. Take responsibility for actions made. Do not hide behind the back of your Boss simply because you are friends!
Conscientious employees are a dying breed. Be one of them and start spreading the seed. Don’t just become “one of them,” instead be different!
Enjoy your work. If you do, work seems like a breeze to do!

This is the simple mnemonic that you can follow. Whatever you do, do not overestimate or underestimate your performance. Lip-services, praises and gift-giving will not compensate for being incompetent at work, just be true to yourself and for sure, you will go places. The HR department should always create an atmosphere in the organization for these principles to flourish instead of turning its cheek the other way. Good luck!
