Admittedly, many were annoyed to the manner of releasing of the plastic driver’s licenses which are renewed by the Land Transportation Office (LTO) in the previous months, particularly during the last two years. Barangay eMedia interviewed the officer in-charge of the LTO branch at the Yubenco complex, in Putik yesterday morning—February 13, through its morning primetime program of Conversa, Quosa Ba.
The LTO has a good news, the long-awaited plastic licenses are now available. With regards to those who will renew, or did renew their licenses, in Putik branch, can now claim their pending plastic licenses. Accordingly, Putik branch did just acquire around 3k pieces of plastic licenses, and such for the sole purpose to cater the pending or back-log issuances of licenses renewal.
The officer-in-charge in Putik branch said, that they already released something around 2,700 plastic licenses. And another 5k are coming next week, again to really address the said backlog. It is indeed a good news to all of the Zamboangueño people. Partner GM Belsie Agustin remarked that his plastic license was also released, after his renewal, in more than a year time. Such is pretty relative to all of the drivers’ experiences, not just here in Zamboanga City but also, all over the country.
In fact, it was one of the notable flop of the past administration, which the Duterte government has openly criticized. Thus, the new leadership of the LTO is doubling its efforts to make-up then. Accordingly, such mistake was due to the private contractor, who was awarded to print the plastic licenses. The said delay was blamed to that particular private entity, the same failure was then empathically attributed to it. Thus, the problem of delay began, and sure it did pissed off the public.
In the process, the people easily blamed the government for the failure. Such is how the usual, the latter is not always spared in any mistake along. Albeit, it is the constant job of the government to address any relative problem, much especially to those which are affecting, if not the entire it is, the most of the population of the country.
In fairness the LTO per se is not the source of the extreme delay of the controversial plastic licenses. But what can the agency does, things were beyond its control. After all, the LTO is only a statutory agency, which executes particular State policies or laws. So that anything which crashes along, in the long process of the execution of any concerted efforts, they too can also be affected.
Everywhere, you could hear not just simple murmuring but indeed curses of drivers, very dissatisfied to the much delay of the re-issuances of the said plastic licenses. Often, when people do not know where to address their disgusts, they may just pick anyone whom they can lay the necessary blames. However, things are obviously doing better now.
Presently, the LTO is already capable to issue these needed plastic licenses. There are public offices which prefer more the plastic one than the temporary paper, when any valid I.D. is asked. Hence, it is crucial to countless of average citizens to have such public document. The said I.D. is quite small, but is that relevant amongst the driving population in the entire archipelago.
By inference, the same capabilities are also now available in every LTO outlets. The Putik branch elaborated that they are the ones who are printing those plastic licenses. In other words, the agency is apparently doing its best to cut the more delays. The plastic identifications are then sent by their central office empty, so that the necessary printing of the information can just bed one then locally.
“The light of the righteous rejoices, but the lamp of the wicked will be put out. By insolence comes nothing but strife, but with those who take advice is wisdom. Wealth gained hastily will dwindle, but whoever gathers little by little will increase it. Hope deferred makes the heart sick, but a desire fulfilled is a tree of life.” (Prov. 13:9-12, ESV)
