To have spoken well of Police Station 11 Chief Ariel Huesca in this corner’s radio commentary, El Canionaso over RMN, today, 15th was well-deserved. He and his men struck again Monday, March 13. This time collaring another suspected “handler” of children involved in petty crimes like pickpocketing and snatching.

Huesca identified the suspect as Alshider Balugo Mohammad, 24, who has two standing warrants of arrest. Mohammad was nabbed in a follow-up operation around 2:30 a.m. Monday at Imbornal Drive in the village of Sta. Catalina, of the Anti-Fencing Law. Recovered from the suspect’s possession were 25 rounds of caliber .40 ammunition, 17 rounds of caliber .9-mm ammunition, 18 units of iPhone, 16 units of mobile phones, digital camera, 16 battery packs, a flash drive, 18 mobile phone chargers, two units of laptop computers, memory card, subscriber identity module (sim) card, and several mobile phone accessories. His four companions were earlier arrested on Sunday night in a raid in their hideout at Kasulutan Drive also in Sta. Catalina.

In another development, Huesca expressed dismay over the fabricated rape and theft complaint that allegedly happened at Canelar-Airport Road, Barangay Canelar, this city, last Friday.

Huesca said, upon investigation, they discovered that the allegation of the complainant identified as Lourma Bani y Pataroque, 23, a resident of Barangay Mampang, was just fabricated.

Thus, Huesca is readying possible appropriate legal steps against Bani for fabricating her complaint.

City Mayor Maria Isabelle Climaco-Salazar has called on the city’s two congressmen to unite in the consultation of the proposed third congressional district. Salazar said a bill will filed in congress to create third legislative district here, as 2nd District Rep. Jose Manuel Dalipe is open to and supportive of its passing.

She, however, expressed apprehensions it will never pass if both 1st District Representative Celso Lobregat and do not agree on the division of the proposed third district, and that the latter is lukewarm to the idea. The mayor recalled during her term in congress, she rallied for the creation of the third congressional district of Zamboanga City but it did not push through because she failed to get the support of her colleague in the second district, then Representative Erico Basilio Fabian

The Philippine National Police (PNP) 1st Regional Advisory Council of the Zamboanga Peninsula will be held today, 15th and 16th in Ipil, Zamboanga Sibugay. The summit, will be participated by the different advisory councils of units in the region. Superintendent Muammar Mukaram, chief of the Public Safety Command of Zamboanga Sibugay, said the summit will be an avenue where the members of the different advisory councils will meet and share their experiences and best practices to further enhance their role in making the police organization responsive to the development needs of the community.

The Police Advisory Council, which was established from the national down to the municipal level, serves as an advisory body of the PNP in the implementation of the Peace and Order Agenda for Transformation and Upholding of the Rule of Law (Patrol) Plan 2030

The two-day summit is expected to generate interests among members of the advisory councils to further the program and activities of the PNP Patrol, said Mukaram.

The Philippine Institute of Volcanology and Seismology (Phivolcs) has warned residents of a possible massive earthquake with an accompanying tsunami generated by the Sulu Trench.

“I call this personally the Bigger One…” said Phivolcs Officer in Charge Engineer Allan Rommel Labayog.”

Labayog said that a magnitude 8 earthquake could lead to massive shaking which makes it difficult for persons to remain standing. And a 10-meter tsunami, the height of which can be compared to a three-storey building, is also likely to accompany the earthquake since the seismic activity happens at sea, Labayog explained.

He added, the risk is there, just is the question.

Areas likely to be affected are thousands of structures located along the coastlines of Zamboanga city, particularly canning factories located near the shore.

The last time the Sulu trench moved was on September 21, 1897, more than a hundred years ago.

It generated a magnitude 7.5 earthquake and a 6-meter tsunami which led to loss of thousands of lives.

Labayog exhorted the local government and individual families to always be prepared with a disaster preparedness plan.

“Let’s make everyday a disaster preparedness day,” Labayog said.

The reported abduction in barangay Tetuan is a fluke. It was actually a “custody battle” over a 5-year old girl, according to the Tetuan police

Police Station Commander Supt Nonito Asdai said that this was confirmed by the father of the 5-year old girl himself who informed police over the phone that the alleged victim was in his custody.

The abduction version circulated when the grandmother of the kid reported four men snatched her as they were about to board their service vehicle. The girl was then brought by the four men to a waiting vehicle which quickly sped away.

Philippine Port Authority Harbor Master Arthur Nogas, foresees the new traffic scheme to be implemented by the Zamboanga local government will allegedly cause delays in the transport of goods coming in and going out of the Zamboanga city seaport. Nogas linked his notion to possible congestion that may be caused by the change in routes of vehicles travelling within the vicinity of the seaport coming in and going out of the por.

Art, Art, Kuya, the idea of the new scheme planners had decongestion, and not congestion in mind when they crafted the plan.

After all, too, the scheme is subject of an experiment, which can be scrapped anytime if it yields negative results.

The 3rd Air Division, under Maj. Gen. Domingo G. Palisoc, jr., in celebration of its 33rd conducted free lip/palate cleft operations, with the theme: “Everyone Deserves to Smile,” at the Edwin Andrews Airbase Hospital from March 11 until today.

Cpl. Aprilina Bibat, Philippine Air Force Public Information Officer, said that the objective of the free operation is to give hope and smiles to people who have the condition.

The free operation is being held in partnership with Project BOSS, a non-government organization.

During the four-day operation, even patients from the nearby provinces of Basilan and Sulu were served.

In trying to retrieve a wrist watch, two girls almost drowned in the waters of Paseo del Mar. Timely efforts of nearby fishermen save their lives.

The girls were named as Nur-Aisa Akmad and Oaksa Jumali, both 18 years old, single and residents of Sitio Buggok, Zone IV.

According to Police probers, at about 3:50 p.m. of Sunday, the victims were strolling along the sea wall of the park when Jumali’s timepiece fell into the water. She then jumped into sea to salvage her watch.

Seeing her struggling due to fatigue, Akmad also jumped in to save her friend. However, the two further encountered trouble and on-lookers observed they were drowning. So, they then called the attention of fishermen nearbyin the area who immediately rescued the two girls.

Jumali and Akmad were brought to Zamboanga City Medical Center (ZCMC) for medical attention where they are now recuperating.

Pres. Duterte bared, to ensure that the peace talks with communist rebels will be smooth and have more chance of success, the government panel and the National Democratic Front (NDF) should come up with parameters that will be observed when negotiations resume next month. He said, he wants the parameters reduced into writing, including the ceasefire.

In a press conference on Monday, Duterte justified the resumption of stalled peace negotiations to stop what he called “cannibalism.”

“I just gave my orders to start talking. There is no concrete proposal, there’s not even a list of what should be taken up,” the President said.

“As a Filipino, I’m still interested in preventing the slaughter of a Filipino by a Filipino,” he added. “Communism is cannibalism. You devour your fellow Filipino with your ideology.” (By Jimmy Cabato)
