Not licensed To Carry Gasoline and Crude

One, something, a bombshell was formally announced yesterday morning—April 3, during the Mayor’s weekly presscon at the City Hall, by no less than the City Fire Marshall, Chief Inspector Clint Cha. It was about the boat which accidentally exploded last week, inside a private finger wharf in Baliwasan, that it was without license to carry gasoline and crude oil.

If you remember, the said incident claimed lives of the boat’s crew. They were literally incinerated, because they were inside the boat when the explosion happened. In fact, their identities could not be identified anymore, when they were retrieved the following day. A number of professional divers would have to be employed to endeavor the necessary retrieval.

Now, it was confirmed then that there was a clear negligence in the part of the boat’s owner. The nature of the cargo which was hauled in the boat, was an extremely and highly risky one. It will be up to the State now, to whether or not prosecute then any responsible individuals. The deceased crew were also human beings, whose rights are as well very much protected by the law.

In other words, the action is to be taken by the State itself. We will see then if how the concerned agencies may take the necessary move along. Admittedly, Zamboanga City was also worried a bit when such incident happened last week. Are there how many provincial and small boats which are engaged to such relative cargoes—which are extremely hazardous to human lives?

There are plenty of private wharves all over in the City, and there are also dozens of smaller boats which dock on such wharves. We cannot be sure though that all of them are indeed monitored by the authorities. The funny thing even is: we only canknow their real businesses when any accident then happens, like last week.

What probable measures our local officials may be able to do along, particularly then after the accident? There should be decisive and wise actions to be endeavored, as to address such existing problem. Zamboanga City is the tipof the mainland Mindanao, which immediately connects and literally the entire country to the rest of the South.

Thus, most businesses and industry engagements of the mainland towards the island provinces do mostly happen through the wharves of La Bella. With regards to carry gasoline and crude oil, necessary requirements are to be complied for any common carrier, which engaged to such business, because it is highly risky. The diligence which is to be employed is extraordinary in nature.

Presumably, the income involved to such business is pretty lucrative. After all, why the owners of the said cargoes were bravely willing to take all the unbelievable risks and also possible prosecution of the State, when any accident might happen along. Unfortunately then, it happened indeed, with the price of human lives—the crew members who perished.

The families of the latter do also have the cause of action to run after the owner of the boat. Their loss is without any monetarily equivalent; the lives of their loved ones cannot be revived again by any compensation. The choice shall be upon their hands. They can be in their down moments yet at this time. The pains along, which they will have to carry, are absolutely unbearable.

The morals of the accident is to really endeavor, every time, high cautions when extremely flammable substances are the cargoes to be hauled by any common carrier. And boat owners should also apply all the required licenses along, as to avoid any headaches, when unexpected accidents may happen.
