CTO continues collecting taxes from Pueri businesses

CTO COLLECTS FROM BUSINESS OUTLETS, THOUGH STILL W/ PENDING APPLICATIONS

(OIC) City Treasurer Romelita Candido on Wednesday explained that pending business applications of any business establishments in the city, won’t serve as a stumbling block  at all from her (CTO) office to collect business taxes, just the same.

SHE elaborated, “Upon filing of their business applications, and while still under process, we can already collect from them, even though they haven’t yet completed all their requirements. Once, their business starts operating, we can already tax them and collect from them.”

She made her comment in the light of the raging controversy surrounding the Jollibee issue that has gotten embroiled into the Puericulture ruckus.

WHILE its Jollibee food establishment now operating inside the city-administered Puericulture Center at the corner of Brillantes St. and La Purisima St., still given an allowable grace-period of time to secure or renew its already expired business permit from the City Licensing Office, Ms. Candido said her CTO continues to make the usual tax collection from it. “We don’t stop collecting from it,” was her straightforward remarks.

WHAT about those eateries operating inside the Puericulture having the same fate as Jollibee? “Yes, we also collect from them,” she added.

SO, with those using the CRs (comfort rooms)inside the Paseo del Mar that’s being debated intensely in the city council? “Yes, we have to also continue collecting from them, unless already amended by the council— stating otherwise,” she said.

NO COLLECTION DONE ON ILLEGAL PEDDLERS AT THE PUBLIC MARKET

What about those peddlers illegally selling their wares at our main public market near the PPA wharf?  “No, we don’t collect from any what’s illegal (in the market),” Ms. Candido strongly pointed out, adding this is the very reason they (illegal vendors) are continuously being subjected to police arrest.

The (OIC) City Treasurer has been on her job— starting from the ranks, for 28 years, now, and rose from there to be the rightful replacement of her predecessor Soledad Li who just retired from the service last March this year.

NO wonder, she knows what she’s talking about, as proven when recently invited by the city council along with other related city gov’t offices, to help shed light on the so-called shadow or ghost gov’t supposedly existing at the city’s old main public market. Ms. Candido stood her ground when queried and grilled by the august body in a bid to rattle her on the highly contentious issue.

IN that particular council’s regular session, they unearthed the alleged anomalous market collections stemmed from the issuance of their parking tickets to collect fees from all motor vehicles parking inside the main public market. They jumbled it in such a way same parking tickets could be issued for other collections of market fees in the main public market. Aha!

Now, how does your market collection fare, at present?

“Okay lang man,” she safely said(in the vernacular)— adding they have to augment all the more in their collection efforts if only to cope up with the it’s newly- allocated annual city budget of approximately 3.4 billion pesos.

CITY BUDGET HITS COUNCILOR LIM’S BID TO BLOCK P3.4B NEW CITY BUDGET NOD

IN same breath, a top source from the City Budget Office this week commented that based on their LGUs Budget Operation Manual, unless upon request of the sanggunian panlungsod, they can’t simply make their undue appearance in the city council.

The source said it was making its clarificatory reaction to dispel the stand of Dist. 1 Councilor Rudy Lim who supposedly tried to block the passage of the P3.4 billion new annual budget for the city (for 2018), as he claimed that the city’s department heads were not present when the proposed new annual city budget for the next fiscal year, was discussed thoroughly, in the august body during their last previous session.
