John Paul Pagteilan to file a Special Civil Action for Certiorari, Prohibition and Mandamus with prayer for the issuance of a Writ of Preliminary Injunction, Temporary Restraining Order and/or Status Quo Ante Order at the sala of Judge Dela Peña last Monday, September 25, 2017.

After personal consideration and evaluation of the facts and circumstances as alleged in the application and the verified petition, the Regional Trial Court on Tuesday then issued a 72-hour Temporary Restraining Order (TRO) prohibiting the city government of Zamboanga from closing the Jollibee store in Puericulture Center along La Purisima street.

RTC Executive Judge, Gregorio Dela Peña also ordered Mayor Maria Isabelle Climaco - Salazar, City Administrator Marie Angelique Go and Business Permits and Licensing Division Chief, Benjie Barredo to stop demanding the rentals received by Puericulture Center from Jollibee by virtue of the contract of lease between Puericulture and Freemont Foods Corporation until further order from the said court.

Dela Peña has directed the conduct of a special raffle at 2:00 p.m. yesterday to determine the judge who will handle the case.

The rising number of rape cases in Zamboanga City since January this year has Police authorities alarmed.

Based on the record of the Women and Child Protection Desk of ZCPO, the cases accounted for 89 rape cases among children and women in the city.

Meanwhile, City Social Welfare and Development Officer Socorro Rojas is baffled by the situation and could not explain why rape cases in the city reached this level.

Rojas cited campaign efforts of the head of the Women and Children Protection Division to disseminate information regarding abuse on women and children, and the right to redress.

Rojas said most rapes happen in remote areas where all members of the family share a house with no divisions or privacy.

“The daughters have no private space to dress and sleep. With that exposed condition, male family members under the influence of liquor or drugs can easily turn evil,” Rojas said.

President Duterte has attacked the Office of the Ombudsman amid its probe of his and his family’s bank transactions, threatening to form a body to investigate alleged corruption in the agency if it does not clean up its act.

In an interview with Erwin Tulfo on government television station PTV 4 on Thursday, the President said he had nothing against the Office of the Ombudsman’s ongoing inquiry into his bank transactions.

Ombudsman Conchita Carpio Morales has inhibited herself from the inquiry, as Mr. Duterte’s son-in-law Manases Carpio is her nephew.

The Office of the Ombudsman’s investigation stems from a complaint filed by Sen. Antonio Trillanes IV that the President and his family hid huge sums of money in multiple bank accounts.

“The Ombudsman has investigated me ever since. It has not stopped. That’s OK with me, we’re in government,” the President said.

But he said the agency itself was beset by corruption.

“Ask the military [personnel] who faced cases there. How much did they pay? The police, everybody, mayors, governors, ask them. They paid. They paid. Son of a … After they paid, the cases were dismissed,” Mr. Duterte said.

For the record, Vice President Leni Robredo does not belong to #TindigPilipinas, a multisectoral coalition that has called on President Duterte to sign bank secrecy waivers or resign.

Robredo, the chair of the Liberal Party, made the clarification after she appeared with opposition leaders identified with the group during the Sept. 21 activities protesting extrajudicial killings and warning against the return of martial law.

Amid feelers Lanao del Sur Rep. Mauyag Papandayan, chairman of the House committee on Muslim affairs, bared Maute members planning to surrender, Defense Sec. Delfin Lorenzana on Thursday assured Mautes that members desirous to give up would not be killed if they did.

“People who surrender, we will take them in. The court will take care of their cases, but they will not be killed if they surrender,” he said.

Meanwhile, he reiterated his belief that the Marawi siege would end by Sunday after government troops recovered the White Mosque.

Speaking in Pilipino, Lorenzana said, in spite of heavy resistance, government troops succeeded in recapturing the religious edifice.
