CITY OWNS IBT, HENCE, IT CAN OPERATE

LIKE the owner of the house still incomplete—though, probably, almost there at 90% accomplished, he or she can rightfully occupy his very own, yet, still, to be 100% completed.

Now, in the case of our Integrated Bus Terminal (IBT), there’s no difference, at all.

The city, as its rightful owner, can freely decide at any given time, to occupy or not its own IBT project sans any hassles at all —though, having still a ten (10) to five (5) percent shortfall in its completion works.

Albeit, nay fully completed –probably, has its few overlooked defects to be corrected, or lack certain requisites, thus, there has been no formal turnover of its IBT, yet it has been in full operation with the proper taxes being duly collected by our City Treasurer’s office.

“This is because our city owns it, and despite, not fully completed, it can occupy at its own behest, and go on in full operation, even without being formally turned over yet by its contractor to our city gov’t,” bluntly stated Dist. 1 Councilor Bong Atilano when sought an answer from him by this corner while we rubbed elbows in City Hall last Tuesday afternoon.

Another city dad who opted not to be named, boldly scorned (in the vernacular), “Bien claro lang, politically-motivated kel when brought to fore in the august body.”

“Cosa ba sila ignorante cunese issue de IBT asta aura?,” the same derided.

Just the same, it was gathered that the city is set to cause its formal turnover by this month of July, according to City Hall.

MISENCOUNTER OR PLAN STUPIDITY?

WAS it a mis-encounter, or plain stupidity on their part?

Six cops were reportedly killed in a supposed mis-encounter when they were mistakenly fired upon by army soldiers in a far-flung sitio of Lunoy, Brgy. San Roque, Sta. Rita Town, Samar Province last Tuesday (June 24). (They were rained not water, as the incident happened on St. John’s Day, but bullets.

Nine (9) others, all cops, were injured, its update report added.

Again, was it really a mis-encounter, or their own plain stupidity for failure to properly coordinate prior to their supposed respective combat operations vs. the NPAsin the area?

I remember one fabled story from a marine general while I was covering then Southcom, now Wesmincom in the early 1990s.

This witty general recounted: “There was this platoon of soldiers out on a mission to capture moro rebels somewhere in  SouthernPhilippines. Their dialogue, after accomplishing their mission: “Sir, na capture na kami itong mga terorista.Nandito na sila sa custody namin, sir,” its platoon leader, through his radio operator, called up his immediate superior from their camp. “Ok, you execute,” the order came from the other end.

“Execute daw, ” informed the radio operator to their platoon leader when finally came their immediate superior’s delayed reply.

“Ano pa? y execute natin.” Rapid shots rang the whole area, and all their captured enemies fell dead on the ground.

Then, the radio operator called their superior officer “Sir, na execute na naming silang lahat.” Patay na silang lahat, sir.”

“Ano, pinatay ninyo sila? Sinabi ko sainyo, y execute ninyo ang order ko. Dalhin ninyo silang lahat ditto sa ating campo. You, bitch!”
