NEA issues “Show-Cause” order to all Zamcelco’s top officials

NEA last Tuesday, Sept. 4, issued a show-cause order to all the top brass of Zamcelco in the light of its controversial awarding of its Investment Management Contract (IMC) to Crown Investment Holdings last August 30 sans the participation of the other contesting bidders as its board abolished its  Special Bids and Awards Committee (SBAC) that yielded to the request of the other bidders to defer it to another date, and would’ve fallen on Sept. 10, a Monday.

In its communication-letter dated Sept. 4, to all the named respondents, coming from  NEA Administrator Edgardo R. Masongsong, it states: “In CONNECTION WITH THE ENGAGEMENT BY ZAMCELCO OF A PRIVATE SECTOR PARTICIPATION (PSP) UNDER AN INVESTMENT MANAGEMENT CONTRACT(IMC), YOU ARE HEREBY DIRECTED TO SHOW CAUSE WITHIN FIFTEEN(15) CALENDAR DAYS FROM RECEIPT THEREOF WHY NO ADMINISTRATIVE OR DISCIPLINARY ACTION WILL BE TAKEN AGAINST YOU, FOR DISSOLVING THE SPECIAL BIDS AND AWARDS COMMITTEE(SBAC) AND FOR CONSTITUTING A SBAC COMPOSED OF THE BOARD PRESIDENT AND MEMBERS OF THE BOARD OF DIRECTORS OF ZAMCELCO. PLEASE BE GUIDED ACCORDINGLY.” SIGNED: EDGARDO R. MASONGSONG, ADMINISTRATOR (NEA).

Lim, Director Efren F. Famindalan, Director Oscar R. Tiu, Director Caiser T. Balama and OIC-General Manager Edgardo F. Ancheta(all from the Zamboanga City Electric Cooperative, Inc. (Zamcelco)

At the rate it’s going, its worse has yet to come for the beleaguered Zamcelco.

CONGRATS! toDist. 2 Cong. Mannix Dalipe, the neophyte solon from Brgy. Tetuan is now Vice Chairman of the house committee on Public Works. At least, it’s not a total loss for La Bella when speaking of national support for more infra projects for our city, albeit losing its chairmanship by Dist. 1 Cong. Celso Lobregat a day earlier when it was offered by the lower house’s new leadership now under the stewardship of Pampanga House Rep. Gloria Macapagal Arroyo, to Marikina Cong. Bayani Fernando.

“Good, the former president (GMA),now the new House Speaker, hasn’t totally shut the doors to Du30’s “Build, Build, Build program for our La Bella, as there’s still our city solon from District 2 in the person of our rookie Cong. Mannix Dalipe who has just been named as its committee on Public Works and Highways’s Vice Chairman. I’m confident Mannix can deliver, as well, despite the vacuum left by our own Cong. Celso Lobregat as his ouster from its said house committee is clearly politically-motivated.  The former PGMA is said to be vindictive as a person. You can’t fool her around that easy. So, she waited her time, and the time is now ripeto unleash her tirades vs. all those she’d want to get even with. And, Celso was one of them when she lost in “Asia’s Latin City” during the 2004 presidential elections. In short, then Mayor Lobregat accordingly didn’t deliver her the votes she needed to make her win inour La Bella. And that makes you pay dearly when that somebody whose toes you happen to step on, goes up on top of the world, once again.  That’s always the case, and, as always, they say, “Only in the Philippines.”(30)
