Shari’ah Bar Exams
In coordination with the Supreme Court, the National Commission on Muslim Filipinos (NCMF) has announced that the 12th Special Shari’ah Bar Examinations will be held on July 3 and 10 of this year. The filing of petitions to take the bar exams started last May 16 with the deadline on June 10, 2011.
The NCMF has the NCMF Regional Directors to disseminate information on the matter and facilitate the filing of the petitions with complete requirements and forward the same to the Bureau of Muslim Cultural Affairs, NCMF, or to the Office of the Bar Confidant, Supreme Court of the Philippines at Padre Faura Street, Manila.
The NCMF is in the midst of preparing for the 2011 Hajj operations led by NCMF Secretary Bai Omera Dianalan Lucman. Secretary Lucman has tasked Commissioner Solaiman Mutia to take charge of the operations. He has been on top of the Bureau of Pilgrimage and Endowment until the recent appointment of Masideng Salic as Director IV for the NCMF. Director Salic was made in charge of the Bureau by Secretary Lucman. Recently, Comm. Mutia was in Saudi Arabia with Director Salic and Finane Director Abel Macarimpas to negotiate and contract on the housing for the 2011 pilgrims.
Commissioner Mutia is an old hand in the pilgrimage operations. Before being appointed as Commissioner, he served as Deputy Executive Director and Hajj Attache in a concurrent capacity for the defunct Office on Muslim Affairs. He is knowledgeable of the many problems that often happen during the pilgrimage and the many shenanigans of previous officials. He has vowed to implement a more efficient hajj operation without the corruption. As the Commissioner in charge for the pilgrimage operations, the success of this years hajj will fall squarely on his shoulders.
As part of the reforms to the pilgrimage operations, Republic Act Number 9997 provided that fees collected “shall be limited to mutawiff and passporting and/or processing fees only. Collected fees shall be deposited in a special trust fund which shall be established by the Commission, the expenses from which shall be subject to existing auditing laws, rules and regulations.” In addition, “the pilgrims shall be accorded free choice of travel agencies and airlines or other means of transportation to and from the site of pilgrimage…”
