DPWH to catch up on this year's target for Baliwasan-Gusu widening


The Department of Public Works and Highways (DPWH) Regional Office IX is working double time in the conduct of ongoing road excavation, concreting and expansion of the Baliwasan-San Jose Gusu section of the national funded road widening project here in Zamboanga City.

During the most recent coordinating conference,DPWH IX Regional Director Engr. Jorge Sebastian said that they are now finalizing the road preparations and demolition of affected structures, after the problems in road right of way has been randomly resolved with the humble assistance of House of Representatives Committee on Public Works and Highways Chairman and District 1 Congressman Celso Lobregat.

Engr. Sebastian said that Lobregat was very instrumental in the conformity of land owners who refused earlier to negotiate with the DPWH personnel and are charging the government with high market value of their properties affected by the widening road project. With the intercession of Congressman Lobregat, the owners have agreed to the terms and amount to be paid by the national government and has agreed to conform with the permit to enter and demolish their existing structures which are affected by the said project.

Sebastian said that the contractor of the said project has confronted earlier a lot of problems in the road right of way negotiations which has caused the long delay of the completion of the project.

With Congresman Lobregat’s initiative, the yield and widening in the Baliwasan intersection has been started already last week after the lot owner agreed to the terms and conditions of the national government facilitated by the solon.

Engr., Sebastian said that if plans will not miscarry, the Baliwasan-San Jose Gusu intersection will be completed before the end of the year, subject to the scope of work being imposed by the contractor of the said project.

Per order of Congressman Lobregat, DPWH IX has also fast tracked the transaction and check payments of the affected lot owners for them to be able to collect the payment due them for the purchase of their lot which are being affected by the ongoing road widening project.

Similar scenario also implies in the Baliwasan-Lower Calarian section where demolition of structures affected by the road widening project is also in effect. – Dexter Yap
