Lim's move to question hasty budget approval blocked


The City Council, during its regular session yesterday, killed a resolution presented by Councilor Rudy Lim calling on the Department of Interior and Local Government to render legal opinion with regards to the hasty approval of the city’s 2018 annual budget amounting to P3.4 billion.

Eleven of the councilors present voted against Lim’s edict, four were in favor while one abstained.

Before the presiding officer called for votation, Lim gave a privilege speech saying that the 2018 budget of the city was railroaded when it was immediate approved on first, second and third readings by the members present.

He said the tackling of the budget was held during a special session and there was no member who even inquired on how and why the funds have been increased and many other questions that he said, needed to be answered.

Lim also disclosed that Councilor Rommel Agan, chairman of the Committee on Appropriations, who was supposed to present the budget proposal on the floor, was absent.

“Member Agan also promised me that he will present it during regular session so members will be able to study and scrutinize the proposed budget. I was absent that day because I was not feeling well and I think there is still time to debate on it. El problema bien apurao ya man gayot,” Lim said.

To explain his side, Agan said Lim can go directly to the DILG and seek their legal opinion instead of passing a resolution.

Agan said, looking at the minutes of the special session when the budget was approved, all of the councilors present, including Lim’s partymates, have supported the passage and approval of the annual budget.

“So I don’t see that the budget was railroaded by the members. It is case closed,” Agan said.

Councilor Charlie Mariano also said that approving the budget on a special session is just the same as approving the budget a regular session. (Nonong Santiago)
