PRO9 to investigate death of man in police custody

Police Regional Office 9 (PRO9) Director, Chief Superintendent Billy Beltran ordered an investigation on the death of a spectator at the opening of the Smoke Out Zamboanga-Grilled Food Festival along R.T. Lim Boulevard, Barangay San Jose Cawa-Cawa, this city, last Saturday.

PRO9 spokesperson, Chief Inspector Helen Galvez said that the PRO9 chief created a fact-finding team to conduct a separate investigation on the demise of Eduardo Serino, a native of Lintangan, Sibuco Municipality, Zamboanga del Norte (ZDN) province while under the custody of Police Station 11 on September 30, 2017.

Galvez said, CSupt. Beltran also requested the findings of the independent investigation of the Regional Internal Affairs Service 9 (RIAS9) under Atty. Russel Ebillo relative to the case.

Beltran directed his personnel in Sibuco Municipal Police Station to locate the whereabouts of the family of Serino.

Beltran assured the public impartiality in the investigation.

Pictures during the arrest of Eduardo were uploaded by Rosheri Taburnal Lumpapac in her Facebook account and went viral.

Recall, Eduardo was held by the police for not allowing the authorities to check his backpack which he was bringing at the said event.

The Zamboanga City Police Office (ZCPO) reported that Eduardo allegedly also attacked and stabbed PO2 Antonette Peralta y De Ocampo who was manning the female’s entrance area.

Eduardo was handcuffed and brought to Police Station 11 where he went amok and allegedly attempted to grab the firearms of a policeman.

According to police report, Eduardo then proceeded to bang himself against walls causing severe injuries his head and different parts of his body,eventually leading to his death. (Eugene A. Lasprilla)
