Councilors Cesar "Sang" Jimenez and Rommel Agan yesterday assured that the procurement of the 200 pushcarts for the Zamboanga City Airport amounting to P3.6 million was in order.

In a press conference at the Grand Astoria Hotel, Jimenez defended the purchase of the trolleys saying it passed the bidding process and requirements, especially under the PhilGEPS.

Philgeps is the single centralized electronic portal that serves as the primary and definitive source of information on government procurement.

During the Council session last Tuesday, Councilor Benjamin Guingona requested for the specifications of the trolleys to show to the public whether the price of each trolley is justifiable or not.

Agan said the trolleys procured by the city government have a loading capacity of 200 kilograms, customized and inclusive of several designs of the city’s popular destinations.

Both Jimenez and Agan were defending the purchase of the pushcarts which the city bought at over P18,000 each.

Jimenez said there was only one bidder that participated in the bidding which he called the ‘single responsive bid’ and is allowed under the R.A. 9184 or the procurement law.

“I told Councilor Guingona si tiene reclamo why not go to the Ombudsman Office and file the complaint. It is clearly politically motivated,” Jimenez pointed out.

Agan said the pushcarts bought by the city government followed all specifications, and are of good quality. (SS)
